[STRASBOURG, 13 December 2006] - The Committee of Ministers of the Council of Europe today adopted a recommendation designed to get States to recognise the importance of parental responsibilities and the need to provide parents with enough support to help them fulfil their responsibilities.
The Committee of Ministers recommends that member States take all the appropriate legislative, administrative, financial and other measures, in line with a number of principles set out in the text, including:
1. Policies to support families
2. Content of positive parenting
3. Services to support parents
4. Special services for parents at risk of social exclusion
The explanatory memorandum includes key messages for parents (Appendix 1) and guidelines for professionals working with children and families (Appendix 2).
Positive parenting fosters parent-child relationships based on trust and mutual respect and helps to optimise the child's development potential. It improves families' quality of life and is an integral part of a strategy for social cohesion.

The final report from the Swedish Commission on Parenting Support is now available in English. The report is an attempt to review the scientific evidence for, actual prevalence of, and parents' interest in, several different forms of parenting support. It also reviews economic effects as well as effects on gender and social inequalities.

There are just a couple of weeks left to register for the EUROCHIPS CONFERENCE: Children of Imprisoned Parents - European Perspectives.
This is a two-day conference focussing on children with parents in prison in Europe. It is being organised by EUROCHIPS (the European Committee for Children of Imprisoned Parents), Federation Des Relais Enfants-Parents and the Bernard Van Leer Foundation.
Date: 12-13 May 2006 Venue: Cité Internationale Universitaire, Paris
The conference aims to foster the exchange of expertise and "good" practice, thus providing professionals and volunteers with better tools and resources for working with children of imprisoned parents. The conference will also serve to raise awareness on a national and European level as to the situation of this group of children. An estimated 700,000 children are separated from an imprisoned parent each year within the European Union.
The conference is in English. A limited number of bursaries are available for APF Members and we also have details of reasonably-priced hotels if required.

As part of the Parenting in Europe in the 21st Century, a team from The Parenting Forum were invited by Tomasz Wojtasik to attend a conference for Educational Psychologists in Katowice, Poland. The theme of the conference was "Working with Parents". The first day of plenary presentations included the attached Powerpoint presentation by Mary Crowley.
On the following day, there were smaller group seminars at which Mary gave the presentation which had been prepared by Professor Sheila Wolfendale, who works at the University of East London, but was unfortunately too ill to travel to Katowice to present her own material. Debbie Cowley made a presentation covering aspects of working with parents. There followed a lively discussion led by Debbie; notes are attached. The seminar benefited from excellent interpreting by Barbara Pawlowska which made the lively exchange of views possible. We hope to follow up this visit with further work with Polish colleagues.
Professor Sheila Wolfendale is keen to set up a discussion on the Europarent web site Forum on the themes raised in Katowice - or other related areas if colleagues wish. Why not visit the forum and make a contribution.

The website for 'Parenting in the 21st Century' has just been launched and provides a wealth of information on services to support parents from a number of partner countries in the European Community.
